The Role of International Cooperation in the Protection of Indonesian Migrant Workers: A Human Security Analysis in Indonesia

Abstract

This article examines the role of international cooperation in protecting Indonesian migrant workers through a human security perspective. Increasing labor migration in Southeast Asia has heightened migrant’s vulnerability to exploitation and human trafficking, indicating that migration governance requires a human-centered security approach. This Studi employs a qualitative descriptive method based on library research, using secondary data from ASEAN legal instruments, international organization reports, national regulations, and academic literature. The analysis focuses on the ASEAN Convention Against Trafficking in Persons, Especially Women and Children (ACTIP) as a key regional framework. The findings reveal that ACTIP strengthens normative regional cooperation in trafficking prevention and law enforcement, however its implementation remains constrained by the ASEAN Way, particularly the principles of non-interference and policy flexibility. These limitations weaken monitoring mechanisms and hinder comprehensive, victim-oriented protection. In Indonesia, gaps persist between regional commitments and domestic implementation, especially in inter-agency coordination and victim recovery. The study concludes that effective protection of Indonesian migrants workers requires stronger integration between regional cooperation and domestic policy reform, alongside a substantive adoption of human security principles to ensure sustainable protection.
